A facility becomes a SANC program participant upon signing the SANC agreement. The SANC Agreement (doc) (docx) is a legally binding agreement for participation in SANC between the plant production facility and the Official Certifying Authority that identifies the specific requirements necessary for the individual facility to produce and ship nursery stock under this systems approach process.
It reflects an agreement on the part of the facility to abide by all of the conditions listed in the Facility SANC Manual and may be accompanied by a compliance agreement with pest specific compliance modules that allow regulated articles to move into states with additional quarantines or regulations. The SANC agreement, any necessary compliance agreements, and audit approval, establish the basis for issuance of a nursery certificate (template SANC Nursery Shipping Certificate) (docx) under the SANC program.
Facilities with current SANC Agreements may use the SANC Logo. The SANC Logo is only allowed by a SANC-certified facility and ensures that the production and shipping standards within a facility have been approved and verified by the official certifying authority. To assist in this process, official certifying authorities* should review guidance on completing the SANC process (pdf) and use of the SANC Logo (docx). *A SANC Logo Agreement is signed by the National Plant Board and the state certifying authority.
Upon SANC certification, SANC program facilities will work together with their Official Certifying Authority to maintain SANC status and improve pest management systems.
